Gutka & pan masala prohibited
NAHARLAGUN, Jan 31: The Commissioner Food Safety, Government of Arunachal Pradesh hereby prohibited in the interest of public health, the manufacturing, storage, distribution or sale of gutka and pan masala containing tobacco and nicotine, in the whole of the state of Arunachal Pradesh for a period of one year from 1st February 2014.
Violation of the above order shall be liable to a penalty to two lakhs rupees.
All Deputy Commissioners, Additional Deputy Commissioner (independent charge), District Superintendent of Police, District Medical Officers, cum Designated Officers and Food Safety Officers shall ensure compliance of the order, through regular review and follow up action in crime review of the district. Orgs demand independent enquiry into Tarasso incident

ITANAGAR, Jan 31: Reacting to the economic blockade imposed by various organizations in Assam resulting from the mayhem at Tarasso on Wednesday, The Arunachal Indigenous Tribes Forum (AITF) has appealed both Arunachal and Assam governments to pursue the matter and lift it by Sunday.
Addressing media persons during a press conference at Press Club today, Chairman AITF Bengia Tolum said it will be compelled to take up counter steps if the demand is not fulfilled by Sunday.
He said, "Time and again, we have been facing economic blockades by Assam. It is not how a big brother state should behave", lashing out at various Assam based organizations that resort to economic blockades against Arunachal.
"Arunachal is a landlocked state and we have to live together," he said.
The Chairman blamed CPI-
"Even before this particular incident, this Vivek Das along with the DFO and Range officer from Sonitpur Forest Department had carried out eviction drive in the area just after the boundary commission constituted by the Supreme Court of India had visited the area when there is already a standing order from Supreme Court to maintain status quo," he said calling for booking the trio in the case and investigation into the matter.
The area where the incident happened, as alleged by most of the Assam based electronic media, was a village, why only men were killed and not women and children.
Out of those 10 killed, why only seven were identified while three could not be identified even after 24 hours," he questioned.

Meanwhile, AAPSU, ANSU and SUMA also called for an independent enquiry into the case to find out the culprits and appealed to the agitating people in Assam to lift the economic blockade immediately.
ANSU president Sikka Gapak calling out to the agitating people of Assam said, "We will fight with you in delivering justice to you and will pressure the government in finding out the culprits."
He blamed the Bordoloi Commission for all the disputes in the boundary areas. He said, "Arunachalee people have never identified with Bordoloi Commission as it was only a one sided decision with no Arunachalee people involved."
"It is all because of the blunder made by Government of India that we are facing these situations now," he said adding that the state governments of both sides not being able to find a solution to the vexed issue has equally contributed to the aggravating situation.
He said, "The Congress led governments in both the states have contributed to the tragic situation."
AAPSU president Kamta Lapung also blamed the governments in both the states for the incident.
"Time and again we have been asking the state government to find out solutions to the dispute but we are yet to see any solution. It is time state government comes up with solution or else we will be compelled to launch democratic movement without compromise," he warned.
The team of students also expressed disappointment over the news presentation of various Assam based media houses that have been instrumental in aggravating the situation.

Arunachalee student dies after physical attack in New Delhi
ITANAGAR, Jan 31: A college student from Arunachal Pradesh has died allegedly after being beaten by a group of men at a crowded commercial locality in south Delhi on Wednesday. Nido Tania, 18, a first year student, had reportedly gone to Lajpat Nagar in south Delhi with three friends on Wednesday afternoon, and was looking for an address when someone at a sweet shop started mocking about his Mongoloid feature. This enraged the young lad and fight erupted. Late Tania is son of Nido Pavitra, parliamentary secretary for health and family welfare.
Delhi Police sources said that a group of seven or eight local men allegedly beat
him with sticks and rods causing severe injury. Someone called the police, who reportedly
arrived and took the four students away but inexplicably dropped them back at the
same place after a while. There they were allegedly beaten again, say sources. He

Mining department eyeing more quarries in Siang bed

PASIGHAT, Jan 31: The people of East Siang including the NGO activists are seriously concerned over unscientific quarrying rampant in the river beds for the last several years which has resulted in adverse affect by change of course by the river.
It is alleged that unscientific extraction of boulders from the river beds is changing their course and posing serious erosion problem in the downstream areas. The practice of rude extraction of minerals in the district is found flourishing at different parts of the district even after National Green Tribunal (NGT) has imposed strict ban over mining or removal of minor minerals without environmental clearance from the Environment & Forest ministry.

The department officials, observing the growing demand in use of minor minerals in the area, has identified two additional quarries on the left bank of mighty Siang river and issuing lifting permit for collection of boulder and sand gravel.
"We have submitted proposals against two identified sites in Siang river bed and have collected due NOC from the forest authority for issuing permit and Transit Challan for mining of minerals. The authority is all set to issue preliminary notification against these additional quarries", informed the Assistant Mining Development Officer (AMDO) of Pasighat.
While denying operation of illegal quarry in the area, the AMDO said the authority has already closed down three illegally operated Stone Crusher units from Mebo area and trying to control monopoly trading of minor minerals made by the so called individual ownership claimants (area malik).

"As far as the Delhi incident is concerned, we have to keep alive our assertion that while we may have our differences in appearance and ethnicity, we must reconcile and respect each other's diversities and each other's aspirations. In any corner of India, while pursuing our own ideals, we must yet have a respect for that of others," the former Chief Minister said.
On boundary issue, Gamlin said the boundary issue has been a long standing problem between Assam and Arunachal that has it's genesis in the very formation of our states. "There has been a long history of tolerance as well as provocative actions by both peoples and governments. But this incident has very clearly shown that violence or force will not bring the solution any closer." He appealed the people of both the state to await court verdict and follow a path of reconciliation so that the long standing ties of closeness between the people of Assam and Arunachal continue to foster and to get strengthened.
Supporting the demand for an independent and unbiased enquiry by the CBI into Tarasso incident, the Former Chief Minister appealed both the Arunachal and Assam Govts to pursue the Centre to fast track investigations into this dastardly act.

West Siang district ADC cum DPDO Moki Loyi in his inaugural address said that ITP Project is one of the important Training Projects of ATI, Naharlagun which seeks to refurbish, reorient and upgrade domain knowledge amongst all important stakeholders in all the four identified sectors not only for better programme delivery but also for sensitizing the concerned for institutionalization mechanisms for sustainable results programme delivery in quality and quantitative result in increasing community participation and asked every one and al for full cooperation and participation.

Agriculture Dept committed to popularize Foxtail Millet cultivation in West Siang
AALO, Jan 31: Continuing its series of trainings, agriculture department West Siang district had conducted yet another district level awareness training on foxtail millet cultivation at Basar on January 29 last. About 200 farmers from Basar and nearby villages were benefited from this awareness training.
Inaugurating the day long programme, Dr. R. Bhagawati, Joint Director, ICAR Basar,
motivated the farmers to undertake diversified farming by amalgamating various subsidiary
enterprises such as fishery, poultry, duckery etc with traditional rice cultivation.
He had also highlighted the growing importance of organic farming in modern society.
While citing the example of Sikkim, he had exhorted the farmers to create Sikkim-
Speaking on the occasion Tonyir Basar, Zilla Parishad Member underlined the need for impartial selection of the beneficiaries in department so that deserving and needy farmers are not deprived. She has also suggested the farmers to concentrate on modern and settled farming to establish a perennial source of income. While interacting with the farmers, Toli Bam, SDAO Basar, has presented the importance and scope of foxtail millet cultivation. He also assured the farmers to render his guidance and supervision to intensify foxtail millet cultivation. Agriculture Development Officers, Nitum Riba, Jarny Yomcha, Jumdo Jini and Tojo Bam presented a detail discussion on cultivation practices, economic importance and marketing avenues of the foxtail millet through power point presentation. The team drew the attention of the farmers in the course of discussion in which the farmers had reciprocated by clarifying their quarries. In the subsequent discussion Nyage Loya,ADO, made a fruitful discussion on Integrated Pest Management (IPM) in rice crop. Scores of pests and their damaging stages and infested signs were displayed through power point presentation. Further he stressed on proper identification and distinction of pests and friendly insects to bring about suitable control measures and management techniques. He also advocated for conservation of natural predators of insect pests and rodents which hunts the voracious pests of rice at different stages and thereby reducing pests' density and limiting the quantum of injurious impact on crops. CM Trophy tournament in Tirap a grand success
KHONSA, Jan 31: The District level CM Trophy for Football & Volleyball (Men & Women) at Tirap District was concluded at SDO, HQ, Deomali. The Deomali Town club under 54 A/C, Deomali have won the championship trophy for both Football & Volleyball in Men's category and the Chinkoi Village under 56 A/C were the Champion in Football in Women's category and the Lazu team under 56 A/C won the coveted trophy for Volleyball in Women's category. Along with the coveted trophies Prize money for Rs 50,000 each was awarded to all the four winning teams and Rs 25,000 to the four Runners up teams. Besides, individual prizes like best player Football/Volleyball for both categories were awarded to the winners. The trophies and prize money was awarded to the winning/ Runner up teams by SDO, Deomali in presence of several public leaders and attending crowds.
The CM trophy for both constituency and district level was organized by the District Sports cell under the aegis of Kamlesh Joshi, Deputy Commissioner, Tirap District, Khonsa and it was a huge success .The message of spreading the sports in every parts of the district were effectively done with which could be seen from the large & enthusiastic participation of teams from remote areas of the District. It was felt that such tournaments shall develop a spirit of sportsmanship amongst the youth & is hoped that in future too such events are organized. DIPRO

A small decision in time helps a lot
Dear Editor,
The releasing of state matching share by Arunachal government to the tune of Rs. 29.00 Crore for SSA programmes is worth appreciable. The gurus serving under SSA programmes will be getting their pending salaries very soon. While admiring the yeomen services rendered in far flung areas of state by teachers recruited under SSA programmes, it is to submit that situation would be better if state matching share is released in the very beginning of the Financial Year instead of fag end. It will ensure timely release of central share and thereby the teachers rendering their valuable services for the cause of future generation will get their salary regularly. Timely disbursement of salary will not only boost the morale of teachers, it will also ensure regular classes in the schools located in the far flung areas of state. Keeping the necessity of releasing salary in time to teachers serving in far flung areas, a long term decision to release the state matching share in the beginning of every financial year is highly solicited.

The news of skirmish at Assam-
I thank our chief minister Nabum Tuki for passing the bill for creation of Lower Siang district. I request our local MLA's and most importantly the local people and our Galo brethren to act in unison for the welfare of our people. We must not allow these issues to divide our people on the contrary we should show our unity, wisdom and solidarity for the welfare of our Galo community in particular and Arunachal Pradesh in general. Due to difference among ourselves, our people are facing trouble in every field of life. Most important requirements for boundary areas are inter village road connectivity, administrative convenience and security establishment. The govt. of Arunachal has already declared creation of Lower Siang district, but due to difference among our people we are yet to select district’s headquarter. How can our people progress if our own people are against each other? I request the people to rise above petty differences and act for our welfare and not to be disunited and weak? I request the people of east and west Siang district in particular and Arunachal Pradesh in general to support the cause of people of border areas residing all over Arunachal Pradesh. Moreover construction of broad gauge railway is a direct threat for the existence of our local indigenous tribe. Before it’s too late government must act swiftly for welfare of the lives and properties of Arunachal Pradesh.

Time for peaceful solution
The violence at Behali resulting in death of 10 people due to boundary clash between Assam and Arunachal is a blot on long term relation between two peace loving neighbours. For aegis, Assam and Arunachal has maintained cordial relation despite differences over boundary. Just like any other neighbours, two states often spar over boundary disputes but nothing this sort has ever been witnessed in the past. The sheer amount of violence has shaken not only government of Assam and Arunachal but union government too.
Union home ministry termed the incident in Bihali as a result of land dispute. The boundary row between Assam and Arunachal has been going for quite a long time with epicenter being Tarasso and Likabali. Everyone is aware that Tarasso has been simmering with tension over last few months due to alleged encroachment into Arunachal territory by Assamese citizens. All the stakeholders including govt. of Arunachal and Assam along with union government was very much aware of the situation. Why they did not initiated any step to defuse the tension? Who will take responsibilities for death of so many lives? As result of Tarasso incident, now there is economic blockade against Arunachal and it is deeply hurting people of Arunachal. Enough damage has been done, now it’s time for everyone to find peaceful solution.
