Arunachal tourism stall draws huge crowd in SATTE

ITANAGAR, Jan 31: Arunachal Tourism, Delhi Office along with New Delhi based tour operators - Mon Tawang , Holiday Scott & A1 Travel Management, participated  in the SATTE (South Asian Tourism & Travel  Exhibition) held  at New Delhi from January  29 to 31.

On the first day of the exhibition, the stall set up by the Arunachal Pradesh Tourism had received numerous queries from potential tourists. Many of the visitors inquired about tourist places and expressed their desire to visit the state in near future. The visitors were also inspired by the 'documentary on Arunachal Tourism' being screened in the stalls.

The SATTE is an excellent opportunity to interact with the visitors and promote the tourist opportunities available in Arunachal Pradesh. The Arunachal Tourism stall was set-up under the guidance of Additional Resident Commissioner, Arunachal Bhawan, Govt of Arunachal Pradesh. The event, held annually, is being attended by over 5000 travel agencies from more than 25 countries.

 

Gutka & pan masala prohibited

NAHARLAGUN, Jan 31: The Commissioner Food Safety, Government of Arunachal Pradesh hereby prohibited in the interest of public health, the manufacturing, storage, distribution or sale of gutka and pan masala containing tobacco and nicotine, in the whole of the state of Arunachal Pradesh for a period of one year from 1st February 2014.

Violation of the above order shall be liable to a penalty to two lakhs rupees.

All Deputy Commissioners, Additional  Deputy Commissioner (independent charge), District Superintendent of Police, District Medical Officers, cum Designated Officers and Food Safety Officers shall ensure compliance of the order, through regular review and follow  up action in crime review of the district. DC appeals for restrain

AALO, Jan 31: The West Siang Deputy Commissioner M K Sahoo has appealed to the people of the district to restrict themselves from moving through Assam for three to four days till the situation normalizes.

This is necessitated due to group clash at Tarasso circle of Papum Pare district bordering Sonitpur district in Assam and consequent act of violence that may arise. DIPRO

 

Reh Festival greetings

ITANAGAR, Jan 31: Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma  and Chief Minister Nabam Tuki have extended festival greetings to the people of the State on the auspicious occasion of Reh, the most important festival celebrated by the Idu Mishmis.

Asiatic black bear cub rescued

KHONSA, Jan 31: An orphaned Asiatic black bear cub was rescued from the forest of Noksa village in Tirap district by Tirap district Zilla Parishad Chairperson Chawang Lowang who is a wildlife enthusiast and a conservationist. He and his family took good care of the bear at home due to which the orphan bear was maintaining good health. The bear was finally handed over to the Field Director, Namdapha National Park on 29th January for proper rehabilitation and up-keep under mini Zoo, Miao.

The DFO, Khonsa and RFO, mini zoo, Miao co-ordinated the whole operation. The DFO, Khonsa appreciated the effort and kind gesture of Tirap ZPC Chawang Lowang. DIPRO

 

Annual athletic meet of NERIST gets underway

NIRJULI, Jan 31: The 26th Annual Athletic Meet of NERIST "Synergy -2014" got off to a colourful start today.  The four days programme will continue till 3rd of February.

Addressing the inaugural function of the sports extravaganza, President of All Arunachal Pradesh Worker Union and former Chairman of Arunachal Pradesh Building and other Welfare Board Govt. of Arunachal Pradesh Jalley Sonam lauded the NERIST for its role in development of Arunachal Pradesh. Stressing on the need of working hard in all aspects of life, he said only with hard work all doors of life will be opened. He gave his own example to cement what he said.  The Chief Guest also announced the 26th Annual Athletic Meet 2014 open.

AAPSU president Kamta Lapung, who was guest of honour, in his address emphasized on the need of sports activities which help  promote  brotherhood and harmony in the society. He also assured that AAPSU will always stand for the student welfare and encouraged all the students to have a healthy competition during the meet.

The NERIST Director Dr. Dipankar Pal emphasized on the power of sports to unite people.  Among others, NERIST Gymkhana Chairman and Student Union of NERIST president spoke on the occasion.

CO seeks report  

ITANAGAR, Jan 31: Banderdewa circle officer along with Zilla Parishad member Kipa Uruni, forest officials accompanied by president of All Arunachal Border Peace Association visited Pichola under Banderdewa circle to ascertain the reported encroachment of land earmarked for BRTF AT Gorubandha by village defense committee and other public. The CO ordered the panchayat members to sort out the matter amicably and submit a report on or before February 10.

 

DC gives directives to shift AE office from Itanagar

ITANAGAR, Jan 31: After persistent demand by the various organizations of Kurung Kumey district to shift the office of Assistant Engineer RWD from Itanagar to Koloriang, the deputy commissioner of the district today directed to shift the office infrastructure along with staffs from Itanagar to Koloriang within one month from the date of issuing the order.

Mahadevpur bandh on Feb 5

ITANAGAR, Jan 31: Reiterating its demand of granting ST status to Deoris of the state, The All Arunachal Pradesh Tribal Welfare Association has proposed for a 12 hours bandh call at Mahadevpur in Lohit district on February 5 next.

In its letter submitted to the chief minister, its other demand is adoption of Mishing of Arunachal into Adi tribe.

Conference on Cooperative Development in  North East Zone

ITANAGAR, Jan 31: The National Cooperative Union of India (NCUI), New Delhi, organized a one-day conference on Cooperative Development in the North East Zone at Hotel Ambarish, Guwahati on January 28 in collaboration with Assam State Cooperative Union, Guwahati, to discuss various trends on Cooperative movement and chalk out future policy directions for North East States.

CM's trophy tournament begins at Yingkiong

YINGKIONG, Jan 31: Tuting-Yingkiong MLA Alo Libang inaugurated and kicked-off the Chief Minister's Trophy constituency level Football/Volleyball tournament (Men and Women) at General Ground Yingkiong on the auspicious occasion of Republic Day in presence of  various participating teams, Deputy Commissioner,  Govt staff and spectators.

While kicking off the trophy Libang advised the players to maintain sportsman spirit and discipline during the tournament. In the opening match, JBFC Vs Gette Young Soccer team played in which the latter beat the former in tie-breaker. Earlier sports officer Ajong Sitek informed that altogether 24 teams are participating the on-going trophy and the winner of the constituency level will participate at district level thereby the winner of the district level will participate in the State trophy championship, the officer added. NSS volunteers attended Winter Adventure camp at Manali

ITANAGAR, Jan 31: The National Service Scheme (NSS) volunteers of Don Bosco College attended NSS Winter Camp at Atal Bihari Vajpayee Institute of Mountaineering and Allied Sports Manali, Himachal Pradesh which started from 16 January and concluded on 25th January 2014.   Altogether 80 volunteers from three states namely Arunachal Pradesh, Assam and West Bengal  participated during the camp. The adventure camp was held with objective to acquire proficiency in elementary skills of skiing, river crossing, trekking, camping, mountain rescue and survival tactics and social awareness.

 

Farmer-Scientists interaction prog

YINGKIONG, Jan 31: A day long on-campus interface meet cum training programme was organized by KVK Upper Siang Geku yesterday. A total of 32 participants consisting of farmer, rural youth, farm women, panchayat members, SHG members were present in the programme.

Batar Dabi (Farm Manager) elaborated the activities of KVK and urged the participants to take every kind of technical assistance related to farming activities.

Piyush Raman Pandey SMS (Agronomy) explained the Mushroom cultivation practice - an approach for good economy, as well as for nutritional and medicinal security. He also responded to the farmers' query related to Mushroom cultivation.

In another session Dr. Jaideep Kr. Singh, SMS (Animal Sc.) delivered a lecture on Dairy and Husbandry and highlighted integrated farming. KVK Scientists responded to various queries of the farmers relating to farming activities.

 

Training on scientific tea cultivation held

KHONSA, Jan 31: A training on scientific tea cultivation was held in Tirap district on January 30 under the aegis of Tea board- regional office, Itanagar. The resource persons B Bordoloi, TRI, S Rajbansh, AD, Tea Board and Sompha Wangsa, General Secretary, Arunachal Small Tea Growers Association imparted the training to the tea farmers of Tirap. Lonhang Wangha and Manne Homcha Lowang, President and Secretary respectively of Tirap Small Tea Growers Association while participating in the training programme, extended their gratitude to the experts on behalf of the tea farmers of Tirap.

The trainers demonstrated their expertise from site selection, soil testing, cultural operation, pruning and plucking of leaves. The tea farmers were greatly benefited.  DIPRO

 

Free vision screening camp held

ITANAGAR, Jan 31: Heema Hospital in collaboration with R.K Mission Hospital Itanagar conducted free school vision screening camp at Heema Kids Paradise (KidZee) School, Polo Colony Naharlagun. As many as eighty children were screened during the camp. The camp was supervised by senior Eye Specialist of  R.K Mission Hospital Dr T. Lobsang.

 

APAMB chairman visits under-construction market shed

ITANAGAR, Jan 31: MLA-cum- Chairman of APAMB (Arunachal Pradesh Agriculture Marketing Board) Techi Kaso along with Director Agriculture Marketing Mudang Butang, Deputy Director  Anong Lego, DAO- cum Secretary APMC Joram Tako, ADO (HQ) Maze Piel and ADO (PP) Marketing  Dolang Akom, has visited the  under-construction APMC Rural Primary Market Shed at Naharlagun near Helipad. During the interaction with department officers, MLA -cum Chairman stated that Itanagar and Naharlagun being the capital of state needs proper place and location for daily market and Sunday market, this Rural Primary Market shed will serve the purpose for capital dwellers where vegetables, fruits, meats and other Agri. allied finished products will be available in reasonable price.

This APMC market shed stretches an area of more than 1 hector land has been donated by Taba Tem of model village on lease basis.

Orgs demand independent enquiry into Tarasso incident

ITANAGAR, Jan 31: Reacting to the economic blockade imposed by various organizations in Assam resulting from the mayhem at Tarasso on Wednesday, The Arunachal Indigenous Tribes Forum (AITF) has appealed both Arunachal and Assam governments to pursue the matter and lift it by Sunday.

Addressing media persons during a press conference at Press Club today, Chairman AITF Bengia Tolum said it will be compelled to take up counter steps if the demand is not fulfilled by Sunday.

He said, "Time and again, we have been facing economic blockades by Assam. It is not how a big brother state should behave", lashing out at various Assam based organizations that resort to economic blockades against Arunachal.

"Arunachal is a landlocked state and we have to live together," he said.

The Chairman blamed CPI-ML leader Vivek Das for all the happenings that led to the incident and said that the people camping in the area were actually brought from other parts of Assam and some were from other countries to encroach the area.

"Even before this particular incident, this Vivek Das along with the DFO and Range officer from Sonitpur Forest Department had carried out eviction drive in the area just after the boundary commission constituted by the Supreme Court of India had visited the area when there is already a standing order from Supreme Court to maintain status quo," he said calling for booking the trio in the case and investigation into the matter.

The area where the incident happened, as alleged by most of the Assam based electronic media, was a village, why only men were killed and not women and children.

Out of those 10 killed, why only seven were identified while three could not be identified even after 24 hours," he questioned.

Citing media reports wherein killers were identified as Daflas or the IRBNs, he retorted by saying that the CPI-ML leader camping in the area may also be the one who killed so as to create 'climax of the situation'. Suggesting for a third party investigation into the case, preferably the CBI, he said, "We suggest the case be taken up by CBI and if not Special Bureau of Investigation may look into the case, he said adding that Arunachal or the Assam police cannot be trusted for the case.

Meanwhile, AAPSU, ANSU and SUMA also called for an independent enquiry into the case to find out the culprits and appealed to the agitating people in Assam to lift the economic blockade immediately.

ANSU president Sikka Gapak calling out to the agitating people of Assam said, "We will fight with you in delivering justice to you and will pressure the government in finding out the culprits."

He blamed the Bordoloi Commission for all the disputes in the boundary areas. He said, "Arunachalee people have never identified with Bordoloi Commission as it was only a one sided decision with no Arunachalee people involved."

"It is all because of the blunder made by Government of India that we are facing these situations now," he said adding that the state governments of both sides not being able to find a solution to the vexed issue has equally contributed to the aggravating situation.

He said, "The Congress led governments in both the states have contributed to the tragic situation."

AAPSU president Kamta Lapung also blamed the governments in both the states for the incident.

"Time and again we have been asking the state government to find out solutions to the dispute but we are yet to see any solution. It is time state government comes up with solution or else we will be compelled to launch democratic movement without compromise," he warned.

The team of students also expressed disappointment over the news presentation of various Assam based media houses that have been instrumental in aggravating the situation.

ANSU president said, "Please do not demonize us anymore. You have made the boundary dispute issue into an inter-state war. Let the investigation begin. Guilty must be punished."

NESO Coordinator Pritam Waii Sonam blamed Vivek Das, the CPI-ML leader, for the incident and said that he should be held responsible for the incident.

The team strongly denounced the act of CPI-ML leader Vivek Das that led to the incident.

Waii Sonam further informed that NESO is coordinating with the various agitating bodies in Assam for the lifting of economic blockade. "We are on the line to lift the economic blockade," he said.

AAPSU president Kamta Lapung suggested that the incident area should be declared as hyper sensitive area and more forces should be deputed.

Only 100 paramilitary forces have been deputed to the area, he informed.

AAPSU GS Biru Nasi focusing on the after effects of the incident, assured safety to people of Assam residing in Arunachal, particularly in Itanagar.

Denouncing the incident he said that rather when we should have been fighting against China we are infighting against each other.

ANSU VP Tagru Tame calling on the people from Assam in Arunachal not to panic and said, "We are with you. We have been brother since ages. Let us maintain the relationship."

Tame fearing that the issue may infuriate further called on the government at the Centre to settle the boundary issue as early as possible.

Nasi further appealed the state government to arrange bus for the students to their respective colleges stranded because of the incident.

Offering his heartfelt condolences to the bereaved families, he said, "Peace and tranquility should be maintained. There should be no fighting amongst brothers. Our age-old relationship should continue."

He said the economic blockade is not only harassing people of Arunachal Pradesh but entire NE are suffering because of it.

 

 

CPI-ML activists take out bike rally, attack house

‘Involvement of Maoist in Tarasso incident can not be ruled out’

ITANAGAR, Jan 31: A group of CPI-ML activists has taken out bike  rally with red flags on their bikes and indiscriminately fired seven round at forlorn house of one Nabam Takang at Meteka village (Lower Tarasso) just two kilometers off Tarasso around 2 pm today.  The rally was led by CPI-ML activist Pranjal Kutum, believed to be close associate of its ring leader Vivek Das who allegedly engineered the land grabbing and encroachment activities by setting up numerous camps inside Arunachal territory.

While confirming the incident, Papum Pare District Deputy Commissioner Pige Ligu, who has been monitoring the situation since the incident occurred along Assam-Arunachal Pradesh boundary further informed that "the CPI (ML) activists came riding on seven motor bikes with heavy arms and ammunition and waved flags with shouting slogans." However no one was present inside the house when they fired indiscriminately, but bullet mark was found at Dish TV antenna  which mounted on top of the house.

An  FIR was lodged with Balijan Police Station against Pranjal Kutum, Ligu added.

Condemning the incident with strongest term local MLA Nabam Rebia said it was open provocation which may jeopardize the current situation. "The activity of so called CPI-ML was highly condemnable and it attempts to fuel into tense situation" Rebia said.  He also stated that role of CPI -ML has exposed and confirmed with this open provocation.

Drawing Assam government attention towards the incident he said both governments of Assam and Arunachal need to verify it and must concern over CPI- ML activities. Local MLA also demanded Pranjal Kutum and Vivek Das are to be brought into book for inciting violence among the people of both states.

"With today's incident the involvement of Maoists in Tarasso incident cannot be ruled out" he added.  Rebia later appealed to the people to Assam to maintain peace and lift the economic blockade saying the blockade is not solution.

 

 

Protest against Behali incident continues

RUKSIN, Jan 31: Simmering tension has been prevailing in different parts of Assam following the massacre of 10 villagers by miscreants in Behali Reserve Forest at Assam-Arunachal boundary area on Wednesday.

Thousands of protesters along with activists of All Assam Students Union, All Gorkha Students Union (AGSU) blocked routes connecting the state at Lakhmpur, Dhemaji, Silapthar and Jonai. A group of protesters yesterday blocked the NH-52 at Ruksin gate point and demanded strong action against the culprits.

Protesting against the Behali incident, the state unit of CPI (ML) called a 12-hour Assam bandh today. However, it has not gained positive response from the people in Jonai Sub-division bordering to East Siang district. But, eventually, all Arunachal bound vehicles are abstaining from entering into Assam through Ruksin gate here, following the tense situation prevailing in different parts of the neghbouring state.  Report from Sonitpur (Assam) said that the Krishak Mukti Sangram Somiti (KMSS) and AGSU have launched an 'economic blockade' against Arunachal Pradesh in order to mount pressure to nab the culprits involved in the massacre. The protesters blocked carrying essential commodities and other trading goods through Borgang route, which are is the only lifeline to Arunachal capital Itanagar. Same situation has been reported from Bhalukpong road to prevent good supply to lower parts of the state.

"We lifted the general blockade last evening but the economic blockade against Arunachal will continue till the culprits involved in Behali incidents are nabbed," said KMSS leaders this afternoon.

Meanwhile, several Assam government officials and political leaders including Planning and Development Minister Tanka Bahadur Rai, Assam Home Secretary Mukti Gogoi, BJP leader Bijoya Chakravarty, KMSS leader Aklil Gogoi and other have visited the visited Behali area yesterday and took stock of the fateful situation. The oppositions and organization leaders have blamed both the Assam and Arunachal government for their alleged failure to settle the interstate border dispute.

Meanwhile, Assam Chief Minister Tarun Gogoi is all set to order for CBI probe into the Behali incident. He also declared an interim relief of Rs 1 lakh to each family of the slain villagers. The chief minister also asked Assam police to identify sensitive pockets along the Assam-Arunachal border and set up security outposts therein.

 

 

BJP appeals for clam, blames Govts on boundary situation

ITANAGAR, Jan 31: Expressing shock over the Tarasso incident, the Bharatiya Janata Party, Arunachal Pradesh (BJP) today appealed both the people of Assam and Arunachal Pradesh to maintain peace and harmony at this moment.

"Let our time tested historical and cultural relations between the two neighbouring states prevail upon all odds and let us not allow vested interested elements taking advantage of the current tragic situation and create more panicky over the incident," the BJP said.

While mourning the death, BJP also demanded proper enquiry and investigation besides release of adequate compensation and rehabilitation to the victims and to resolve to find out amicable and long lasting solution to the inter-state boundary disputes.  BJP, however, squarely blamed both ruling Govts in Assam and Arunachal for failing to resolve the long-standing inter-state boundary dispute and subsequent law and order problems. "We failed to understand as to why both the Congress ruled state Govts as well at the Centre are deliberately ignoring the issues of both the states befooling and hurting the sentiment of people of both the states," the BJP said.  

The chronic inter-state boundary disputes between Assam and Arunachal Pradesh is nothing but historical blunder committed since the days of separation from Assam Provincial to North-East frontier Track (NEFT), the BJP said adding that time and again, people of Arunachal Pradesh as well as student bodies and community based organizations of Arunachal Pradesh vehemently opposed the Bordolai Commission Report/Notification on 23rd February 1951.

Moreover, the party said, repeated eviction drives involving dismantling of houses, health centres, school buildings and agricultural and horticultural crops etc. belong to inhabitants of Arunachalees along the Assam and Arunachal Pradesh border is a bone of contention and cause of tensions and border skirmishes. The BJP also appealed to the print and electronic media to exercise restraint at this juncture.

 

 

Arunachalee student dies after physical attack in New Delhi

ITANAGAR, Jan 31: A college student from Arunachal Pradesh has died allegedly after being beaten by a group of men at a crowded commercial locality in south Delhi on Wednesday. Nido Tania, 18, a first year student, had reportedly gone to Lajpat Nagar in south Delhi with three friends on Wednesday afternoon, and was looking for an address when someone at a sweet shop started mocking about his Mongoloid feature. This enraged the young lad and fight erupted. Late Tania is son of Nido Pavitra, parliamentary secretary for health and family welfare.

Delhi Police sources said that a group of seven or eight local men allegedly beat him with sticks and rods causing severe injury. Someone called the police, who reportedly arrived and took the four students away but inexplicably dropped them back at the same place after a while. There they were allegedly beaten again, say sources. He came to his rented accommodation at Green Park extension and was later found dead at his room. Many believe that he became victim of racial attack. Meanwhile IGP Delhi police Robin Hibu informed that he has directed area DCP along with SHO's to intensify the investigation and expedite police action in this regard. A case (No 47/2014 under 302 IPC  and  Section 3 (sub-section 10) of Prevention of Atrocities against SC/ST Act has been reregistered at Lajpat Nagar police station and viscera of late Tani has been sent to CBI laboratory, he added.  

The Arunachal Pradesh Doctors' Association (APDA), the apex body of Doctors in the state expressed deep shock at the tragic death of Nido Tania at AIIMS Hospital, New Delhi. APDA hoped that all those responsible will be booked and punished as per law. They also prayed for speedy recovery of parents from the state of deep shock at the irreparable loss of their son.

Meanwhile, Peri-Pump Association, Yom Buli Welfare Society, All Raga Area Students Union, Arunachal Law Students and Arunachal Students Union of Shillong have condemned the murder of late Tania. They all appealed that justice be delivered to the victim at the earliest. They are going to organize peace rally on 1st Feb at Itanagar demanding speedy justice.

Asian Centre for Human Rights (ACHR) has urged the Delhi Police to invoke the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989 against the murderers of Tania. They further called for trial of all the accused in a fast track court.

North East Student's Welfare Association, (NESWA) Gwalior urged the Delhi police to investigate the matter and put the criminal behind the bar and ensure the safety of our north eastern students living in Delhi.

The North East Forum for International Solidarity (NEFIS) condemned the attack on Arunachalee youth Nido Tania and demanded action against the SHO of local police station.

"This case of assault on a North East youth living in Delhi is not one of its kind but part of a string of similar attacks and racial profiling of migrant North East youth. Delayed and poorly construed police action is typical in such cases," the Forum said.

The Lajpat Nagar SHO and local police officers should be investigated for their role in neglecting the seriousness of the incident. A complete investigation in this matter is essential, it said.

 

2 arrested, magisterial inquiry ordered

PTI adds from  New Delhi: Two shopkeepers were arrested this evening in this case as police faced flak for alleged inaction. Delhi government also recommended a magisterial inquiry into the incident. The relatives of the youth alleged that he had an altercation with some shopkeepers in Lajpat Nagar in south Delhi on Wednesday after they made fun of his hairstyle, following which they allegedly thrashed him.

Police said they were waiting for the viscera report while two shopkeepers identified as Farhan and Akram have been arrested. The initial post-mortem has not revealed "much injury or aberration". His viscera samples have been preserved to zero in on the cause of death, police said.

 

NES to stage protest rally

ITANAGAR: The Nyishi Elite Society (NES) vehemently condemned the  murder of Nido Tania by a gang of criminals at Lajpat Nagar, New Delhi on Wednesday. Tania succumbed to fatal injures next day at the All India Institute of Medical Sciences (AIIMS), New-Delhi, the NES said. Late Tania, a promising youth of the community was pursuing his graduation at Lovely University, Jalandhar, Punjab.

"The sharp rising graph of racial attack of North Easterners in the mainland is acute cause of concern which is hard to swallow in this present civilized society and hard to believe as well. This is a big slap on the face of the national capital -the supposed to be epicenter of national integration and unity is becoming inverse day by day," the NES said in a release

The  Society implored upon the  law enforcing machinery of National Capital to immediately arrest the criminal gang and ensure capital punishment within a shortest possible time through fast tract court. "Such action of the national and NCR administration could only earn and infuse trust and confidence of the North Easterner." The Society also urged the state Govt to take up the tragic matter with Central and Delhi Govts for prompt delivery of justice so that such racial killing on a minutely minor pretext does not recur in the mainland in future.

The NES shared grief and sorrow with the Nido family at this hours of distress, decided to organize protest rally at 9.00 am from Akashdeep to Raj Bhawan tomorrow, (1st February) and appealed all civil societies  of Capital Complex to join it.

 

 

Mining department eyeing more quarries in Siang bed

PASIGHAT, Jan 31: The people of East Siang including the NGO activists are seriously concerned over unscientific quarrying rampant in the river beds for the last several years which has resulted in adverse affect by change of course by the river.

It is alleged that unscientific extraction of boulders from the river beds is changing their course and posing serious erosion problem in the downstream areas. The practice of rude extraction of minerals in the district is found flourishing at different parts of the district even after National Green Tribunal (NGT) has imposed strict ban over mining or removal of minor minerals without environmental clearance from the Environment & Forest ministry.

When asked about the notified quarries with environmental clearance from Environment & Forest Ministry, officials in Geology & Mining department, Pasighat said the office earlier notified two quarries at Mingo (Yagrung) and Tolon River (Taki-Sibut) sites for lifting of minor minerals. The authority also issued notification of another quarry at Siku-Siang river confluence falls under Mebo sub-division.

The department officials, observing the growing demand in use of minor minerals in the area, has identified two additional quarries on the left bank of mighty Siang river and issuing lifting permit for collection of boulder and sand gravel.

"We have submitted proposals against two identified sites in Siang river bed and have collected due NOC from the forest authority for issuing permit and Transit Challan for mining of minerals. The authority is all set to issue preliminary notification against these additional quarries", informed the Assistant Mining Development Officer (AMDO) of Pasighat.

While denying operation of illegal quarry in the area, the AMDO said the authority has already closed down three illegally operated Stone Crusher units from Mebo area and trying to control monopoly trading of minor minerals made by the so called individual ownership claimants (area malik).

Officials informed that Geology & Mining department has collected revenue worth Rs 1.12 crore during the financial year 2012-13, which has increased to almost double at the end of December last year. The official has pointed towards increase various building and road construction works and checking of illegal excavation of minerals as the main factor of revenue increase under the department. Despite running the office under acute manpower shortage, we have collected good amount revenue as royalty paid against collection of minor minerals, claimed the officials.

The revised rates of royalty for minor minerals payable within the state are- Boulder @Rs 143 per Cubic Meter (cm), gravel- Rs 103, shingle- Rs 78, sand- Rs 65 and the rate for ordinary Clay or soil is Rs 46 per cm. Of course, the rates of those minerals exported out of the state are much more than that of the local supplements.

 

 

State level workshop on RAY held

ITANAGAR, Jan 31: Regional Centre for Urban and Environmental Studies, Lucknow in collaboration with Department of Urban Development and Housing, Govt. of Arunachal Pradesh, under the auspices of Ministry of Housing and Urban Poverty Alleviation, Govt. of India organized a one day State Level Workshop on Rajiv Awas Yojana at Hotel Bluepine, here today.

The main objective of the workshop is to orient officials of Urban Development & Housing (including officials and peoples) regarding the various components and aspects of Centrally Sponsored Schemes of Rajiv Awas Yojana (RAY).

Er. Taba Tedir, Chief Engineer-cum-Director, Urban Development & Housing Department, Govt. of Arunachal Pradesh inaugurated the workshop. In his inaugural address, Er. Tedir highlighted the imperative need of inclusive policies and programmes for housing and slum development. He further said that backward areas need to be developed as slum dwellers have right to live in dignity.

Dr. A.K. Singh, Assistant Director of RCUES, Lucknow presented session on guidelines of RAY, Slum free City Plan of Action, preparation of DPR, community participation and social audit under RAY. Professor S.K. Patnaik, Rajeev Gandhi University, Itanagar discussed at length above the GIS and its integration like MIS under the RAY.

Nixon Lego, Deputy Director, who is also looking after the Rajiv Awas Yojana in the Department of Urban Development & Housing, Govt. of Arunachal Pradesh, shared his experience on Slum Free City Plan of Action prepared for Itanagar capital complex by the State Government. He said that state is facing problems in acquiring land for construction of houses for the poor. The ratio earmarked for creation of social infrastructure and civic amenities as well as for operation and maintenance of the projects are not appropriate for whole North Eastern Region. Also requested the participant to strictly follow the guidelines while implementing the scheme as the scheme is meant for urban poor's economically weaker section and low income group.

Overall, more than 40 officials from various towns of the state participated in the workshop.

 

 

Former CM Gamlin condemns criminal incidents, appeals for calm

ITANAGAR, Jan 31: Former Chief Minister Jarbom Gamlin condemned in strongest words both the Tarasso and New Delhi incidents. "The incidents at Taraso and at New Delhi are  reflection of the deep intolerance that has seeped into our lives," Gamlin said adding  "the incidents of these last two days have indeed been very anguishing ones for all of us in the north-east and more so in  Arunachal. Both incidents demand condemnation in the strongest words."

The former Chief Minister deeply condoled the demise of Nido Tania as well as those who were the victims of the firing by miscreants in Taraso.

However, with all the pain we have in our hearts, this is not a time to react in anger, he said adding  "This is a time we have to keep our calm and respond with restraint and optimism."

"As far as the Delhi incident is concerned, we have to keep alive our assertion that while we may have our differences in appearance and ethnicity, we must reconcile and respect each other's diversities and each other's aspirations. In any corner of India, while pursuing our own ideals, we must yet have a respect for that of others," the former Chief Minister said.

On boundary issue, Gamlin said the boundary issue has been a long standing problem between Assam and Arunachal that has it's genesis in the very formation of our states. "There has been a long history of tolerance as well as provocative actions by both peoples and governments. But this incident has very clearly shown that violence or force will not bring the solution any closer." He appealed the people of both the state to await court verdict and follow a path of reconciliation so that the long standing ties of closeness between the people of Assam and Arunachal continue to foster and to get strengthened.

Supporting the demand for an independent and unbiased enquiry by the CBI into Tarasso incident, the Former Chief Minister appealed both the Arunachal and Assam Govts to pursue the Centre to fast track investigations into this dastardly act.

 

 

Block level intensive training prog for Govt functionaries and PRI members

AALO, Jan 31: The Administrative Training Institute (ATI) Naharlagun with support of West Siang District administration has conducted the first phase of three days Block Level Sensitization-cum-Orientation Training programme for capacity building to the frontline government functionaries and PRI Members including SHGs through Intensive Training Programme (ITP) for Aalo West and Aalo East blocks from January 27 to 29 Jan.  The prog is sponsored by the DoPT, Govt of India.

The Intensive Training Programme mainly focused on four core sectors like drinking water and rural sanitation, primary health and education in rural areas, rural livelihood and development.

West Siang district ADC cum DPDO Moki Loyi in his inaugural address said that ITP Project is one of the important Training Projects of ATI, Naharlagun which seeks to refurbish, reorient and upgrade domain knowledge amongst all important stakeholders in all the four identified sectors  not only for better programme delivery but also for sensitizing the concerned for institutionalization mechanisms for sustainable results programme delivery in quality and quantitative result in increasing community participation and asked every one and al for  full cooperation and participation.

Murnya Kakki, Circle Officer-Cum- Co-Coordinator, ITP, West Siang District Aalo gave brief introduction of the programme and highlighted the main content to be covered during the 3 days programme. Tamar Baki, Tech. Asst. -cum- Training Coordinator, ITP, Project dwelt on objectives behind ITP programme including important issues and various aspects, including issues and imperatives of good governance, office procedures of providing information as per RTI Act; office Management; File management; financial management. Agriculture Dept committed to popularize Foxtail Millet cultivation in West Siang

AALO, Jan 31: Continuing its series of trainings, agriculture department West Siang district had conducted yet another district level awareness training on foxtail millet cultivation at Basar on January 29 last. About 200 farmers from Basar and nearby villages were benefited from this awareness training.

Inaugurating the day long programme, Dr. R. Bhagawati, Joint Director, ICAR Basar, motivated the farmers to undertake diversified farming by amalgamating various subsidiary enterprises such as fishery, poultry, duckery etc with traditional rice cultivation. He had also highlighted the growing importance of organic farming in modern society. While citing the example of Sikkim, he had exhorted the farmers to create Sikkim-like agriculture scenario in this part of the district where the organic shall be the trademark of each and every agriculture related products. Joint Director had also invited the farmers to avail every possible technical support and guidance from ICAR. He had also pointed out that ICAR is primarily established for the welfare of the farming community.  Delivering the keynote address Karbom Riram, District Agriculture Officer, had committed to make all out efforts to popularize foxtail millet cultivation in every feasible pockets of the district. While referring to the importance of 'nutricereal' in present day nutrition, DAO showed his keen interest to supply quality seeds and to impart necessary trainings and on-field guidance on time to bring about desirable impact.

Speaking on the occasion Tonyir Basar, Zilla Parishad Member underlined the need for impartial selection of the beneficiaries in department so that deserving and needy farmers are not deprived. She has also suggested the farmers to concentrate on modern and settled farming to establish a perennial source of income. While interacting with the farmers, Toli Bam, SDAO Basar, has presented the importance and scope of foxtail millet cultivation. He also assured the farmers to render his guidance and supervision to intensify foxtail millet cultivation. Agriculture Development Officers, Nitum Riba, Jarny Yomcha, Jumdo Jini and Tojo Bam presented a detail discussion on cultivation practices, economic importance and marketing avenues of the foxtail millet through power point presentation. The team drew the attention of the farmers in the course of discussion in which the farmers had reciprocated by clarifying their quarries. In the subsequent discussion Nyage Loya,ADO, made a fruitful discussion  on Integrated Pest Management (IPM) in rice crop. Scores of pests and their damaging stages and infested signs were displayed through power point presentation. Further he stressed on proper identification and distinction of pests and friendly insects to bring about suitable control measures and management techniques. He also advocated for conservation of natural predators of insect pests and rodents which hunts the voracious pests of rice at different stages and thereby reducing pests' density and limiting the quantum of injurious impact on crops. CM Trophy tournament in Tirap a grand success

KHONSA, Jan 31: The District level CM Trophy for Football & Volleyball (Men & Women) at Tirap District was concluded at SDO, HQ, Deomali. The Deomali Town club under 54 A/C, Deomali have won the championship trophy for both Football & Volleyball in Men's category and the Chinkoi Village under 56 A/C were the Champion in Football in Women's category  and  the Lazu team under 56 A/C won the coveted trophy for Volleyball in Women's category. Along with the coveted trophies Prize money for Rs 50,000 each was awarded to all the four winning teams  and  Rs 25,000 to the four Runners up teams. Besides, individual prizes like best player Football/Volleyball for both categories were awarded to the winners. The trophies and prize money was awarded to the winning/ Runner up teams by SDO, Deomali in presence of several public leaders and attending crowds.

The CM trophy for both constituency and district level was organized by the District Sports cell under the aegis of Kamlesh Joshi, Deputy Commissioner, Tirap District, Khonsa and it was a huge success .The message of spreading the sports in every parts of the district were effectively done with which could be seen from the  large  & enthusiastic participation of teams from remote areas of the District. It was felt that such tournaments shall develop a spirit of sportsmanship amongst the youth & is hoped that in future too such events are organized. DIPRO

A small decision in time helps a lot

Dear Editor,

The releasing of state matching share by Arunachal government to the tune of Rs. 29.00 Crore for SSA programmes is worth appreciable.  The gurus serving under SSA programmes will be getting their pending salaries very soon. While admiring the yeomen services rendered in far flung areas of state by teachers recruited under SSA programmes, it is to submit that situation would be better if state matching share is released in the very beginning of the Financial Year instead of fag end. It will ensure timely release of central share and thereby the teachers rendering their valuable services for the cause of future generation will get their salary regularly. Timely disbursement of salary will not only boost the morale of teachers, it will also ensure regular classes in the schools located in the far flung areas of state.  Keeping the necessity of releasing salary in time to teachers serving in far flung areas, a long term decision to release the state matching share in the beginning of every financial year is highly solicited.

Time to get united

The news of skirmish at Assam-Arunachal boundary in Tarasso circle is exactly the future of every Arunachalee people living in inter-state boundary. The people are forced to protect themselves by risking their own precious lives due to negligence of the state government. The people of foothill areas of east and west Siang district also share the same fate. Difference is that our people are very thinly populated to defend ourselves compared to huge population of Assam. The establishment of Assam police training centre at Likabali Mopin ground, encroachment of traditional lands of our foothill people, illegal settlement in boundary areas of Nari town, establishment of central school and proposal for setting up central university at Arunachal’s land just few metres away from Nari town are some of the examples apart from the daily troubles we face due to bandhs, economic blockade etc.

I thank our chief minister Nabum Tuki for passing the bill for creation of Lower Siang district. I request our local MLA's and most importantly the local people and our Galo brethren to act in unison for the welfare of our people. We must not allow these issues to divide our people on the contrary we should show our unity, wisdom and solidarity for the welfare of our Galo community in particular and Arunachal Pradesh in general. Due to difference among ourselves, our people are facing trouble in every field of life. Most important requirements for boundary areas are inter village road connectivity, administrative convenience and security establishment. The govt. of Arunachal has already declared creation of Lower Siang district, but due to difference among our people we are yet to select district’s headquarter. How can our people progress if our own people are against each other? I request the people to rise above petty differences and act for our welfare and not to be disunited and weak? I request the people of east and west Siang district in particular and Arunachal Pradesh in general to support the cause of people of border areas residing all over Arunachal Pradesh. Moreover construction of broad gauge railway is a direct threat for the existence of our local indigenous tribe. Before it’s too late government must act swiftly for welfare of the lives and properties of Arunachal Pradesh.

Time for peaceful solution

The violence at Behali resulting in death of 10 people due to boundary clash between Assam and Arunachal is a blot on long term relation between two peace loving neighbours. For aegis, Assam and Arunachal has maintained cordial relation despite differences over boundary. Just like any other neighbours, two states often spar over boundary disputes but nothing this sort has ever been witnessed in the past. The sheer amount of violence has shaken not only government of Assam and Arunachal but union government too.

Union home ministry termed the incident in Bihali as a result of land dispute. The boundary row between Assam and Arunachal has been going for quite a long time with epicenter being Tarasso and Likabali. Everyone is aware that Tarasso has been simmering with tension over last few months due to alleged encroachment into Arunachal territory by Assamese citizens. All the stakeholders including govt. of Arunachal and Assam along with union government was very much aware of the situation. Why they did not initiated any step to defuse the tension? Who will take responsibilities for death of so many lives? As result of Tarasso incident, now there is economic blockade against Arunachal and it is deeply hurting people of Arunachal. Enough damage has been done, now it’s time for everyone to find peaceful solution.
